Yesterday the Inter-territorial Council agreed terms and health measures that will allow concerts, music festivals, and mass events to be staged across Spain, including the Canary Islands this summer. The agreement stipulates that attendees will not be allowed to eat, drink, smoke, or vape at the event, and the use of masks will be mandatory, and there is strict control over capacities.
This is stated in the update of the document for “The Coordinated Response Actions for the Control of Covid Transmission”, which prioritizes the cumulative incidence rates at 7 days compared to 14 days, and will do so in situations in which the level of transmission increases, in order to be guided in the risk assessment using "more sensitive indicators", which allow to quickly detect changes in the trend to immediately implement measures for these events if necessary.
The document includes recommendations for the organization of events, including cultural activities, religious event, music festivals, concerts, conferences, or any other type of event with more than 1,000 attendees in safety conditions. The agreement says that in some of these events the possibility of showing certificates of vaccination, of recovery or of being free of the infection, could be requested.
Capacities:
Low risk areas:
In outdoor events with seating or standing spaces, the maximum capacity is 50%, guaranteeing an area of 1.5m2 for each person for each person standing in the security project.
If seated, the capacity will not exceed 75% with a distance of at least 1 metre, with a maximum of 10,000 people.
Indoor events will have a maximum capacity of 75% and a distance between groups of at least 1.5 metres, with no food or drink. If food or drink is allowed (only at this level); the capacity is reduced by half to 37.5%, and the distancing is extended to 2 metres between groups.
Level 1:
In outdoor events with seating or standing spaces, the maximum capacity is 50%, allowing an area of 2.25m2 for each person standing in the security project.
If seated, the capacity will not exceed 50% with a distance of at least 2 metres, with a maximum of 5,000 people, and the consumption of food or drink is not allowed in the pubic area.
At indoor events, the capacity will be 75% with a maximum of 2,500 people if a separation between the attendees or groups of at least 1.5 metres between groups is guaranteed.
Level 2:
The number of attendees may not exceed 2,500 or 30% of the capacity outdoors, allowing an area of 3m2 for each person standing in the security project.
When the public is seated, it can be increased to 50% if the separation of at least 2 metres between groups is guaranteed.
If it is indoors, the capacity of the venue is 50% with a maximum of 1,000 attendees with spacing of 1.5 metres between groups. Entry and exit controls are recommended to prevent crowding.
