Two arrested in Fuerteventura for document fraud and exploiting workers

The National Police have arrested two people in Fuerteventura for alleged offences against workers’ rights and document fraud, after 13 foreign employees were identified in an “irregular administrative situation”.
According to an official press release, the arrests conclude an investigation into a business network suspected of exploiting foreign workers without legal residency or work permits and falsifying documentation to conceal the activity.
The case began on 26th November 2025, during a joint operation in Puerto del Rosario involving the local Immigration and Border Brigade and the Labour and Social Security Inspectorate of Las Palmas.
The inspection took place in a hotel in Corralejo, where officers located 13 foreign workers without the required documentation, 11 of them working as cleaners with no authorisation to reside or work in Spain.
As a result, an infringement notice was issued against the company and its sole administrator for violations of immigration and labour regulations, with proposed fines totalling 118,000 euros.
Fraudulent Business Structure Uncovered
Further enquiries uncovered a fraudulent modus operandi based on the repeated creation of new companies. This strategy allegedly allowed the suspects to continuously employ undocumented workers, evade administrative controls, reduce labour costs unlawfully, and circumvent obligations related to Social Security and workplace risk prevention.
Investigators also found signs of document falsification, including the misuse of third-party identities and manipulation of official records from the Social Security Treasury, creating a false appearance of compliance while masking the illegal employment.
On 23rd January, two people were arrested as suspected perpetrators of crimes against workers’ rights, and the company administrator additionally faces a charge of document forgery. Both detainees have been placed at the disposal of the competent judicial authorities awaiting trial.
